Its easy to lock or cross the market. The key is whether your limit price has a match on the ISLD book. If there is a match on the ISLD book at your price, there is no lock or cross, even though the transaction may occur away from the inside bid or ask. However if there is no match on the ISLD book at that time, you will lock or cross the market if your ask is equal to or less than the inside bid, or your bid is equal to or greater than the inside ask.
