Rand Corp. says companies are taking a wait and see approach, letting problems surface the first half of 2000 with the intention to fix 'em as they pop up. I made the mistake of thinking that our president would have taken a much more aggressive approach, like the Prime Minister of England has. But U.S. government officials are more concerned about avoiding large scale panic, which they contend, would be more devastating than Y2K itself. That's why there's been no presidential directives on the matter. In addition, we see the military practice maneuvers in large cities. They tell the news media it for learning to fight urban terrorists, but in reality its to learn what will be required to hold key city locations during a massive panic.
