That's exactly how Mercury Communications got started in London during the Eighties. They used the abandoned water and gas mains, right up to the point of entry in each structure.

At about the same time, Teleport Communications Group and others in the city of Chicago rediscovered the coal tunnels. In NY City some private nets have been contemplated for placement in the sewer sysetems. I'll leave it at that.
