Dave,

If you are a Christian, you may believe that justice belongs to God, not to man.

I am a Christian, and don't know of any such teaching. As a matter of fact, one of the primitive and essential commands in the Hebrew Scriptures, applicable to Jews, Christians and Moslems, is to “bring about justice”. We are not to tolerate injustice.

We certainly can and should do our best to provide restitution to the victims and to protect ourselves from those who cannot or will not control their own behavior.

Well, someone must have made a moral judgment that there was a victim and a perpetrator. I suggest we see them as the morally innocent and guilty.

but I don't believe that humans are wise enough to pass moral judgment on each other.

What other kind of judgments are there?

I'm not sure if I believe that God hands out justice in the afterlife (he sure as heck doesn't in this life)

This begs the questions; Are we masters of our own destiny or victims of circumstance?

If you think He should hand out justice, where should He stop?
Is it just that one should have more than another?
Is it just that one should feel better than another?
Is it just that one should be (happier, healthier, taller, stronger)?

Could we ever attain happiness as automatons in such a world?
Would anyone under those circumstances ever stub their toe?

There would be no decisions to make, for we couldn't ever make the wrong one. If we inadvertently stepped off a cliff, presumably He would intervene out of fairness to protect us from the unjust results of our innocent decision.
