OT - I didn't have time earlier, but I want to contribute to the Yugoslavia posts.

According to Newsweek and some other sources: Last October Milosovic agreed to have NATO peacekeepers in Kosovo. The agreement then was very close to the 'demands' we made before the bombing began. It was thought an agreement had been reached, but- Clinton did not want to expand troop presence beyond Bosnia just before the November elections or during the impeachment proceedings. The talks fell apart. Subsequent to this, the KLA killed some Serb policemen, the Serbs murdered a number of supposedly KLA sympathizers in a Kosovo village, and everything began to escalate. In the new negotiations that included the KLA, Milosovic felt the NATO/US/Albright negotiators were favoring the KLA.

Who do we blame for the Chinese Embassy fiasco? The CIA targeter using a 9 year old map that didn't show a five year old building (you can buy a current map from Rand-McNally that does), the people in the five levels of approval required, those members of 19 nations that have the final approval, or the person(s) that decided to bomb an office building in the middle of Belgrade?
