Non system disk:
This sounds like the type of error you get when you've left a non-bootable floppy in your drive when you hit the switch in the morning.
Your system first tries booting from the floppy, and finding the drive empty, boots from the hard disk. Your BIOS controls the 'boot order', and it can be changed easily. Whatever drive you boot from must have the system files necessary for starting your computer.
Quick check: Open DOS window and look for system files. (DIR and DIR /AH, (Attribute Hidden)) You should see files such as COMMAND.COM, CONFIG.SYS, AUTOEXEC.BAT, MSDOS.SYS, and IO.SYS, although Win98 doesn't 'need' CONFIG.SYS and AUTOEXEC.BAT, you may still have them anyway.
Quick check two: Examine the 'boot order' in your BIOS setup. Press F2 while booting and go to the boot menu. The screen will tell you what the system will do.
If you need further help, posting what you find will help track down what's wrong.
