If the Titan IV actually worked, then the fact that it had the power to lift 66 G* sats into orbit at once would REALLY get Maurice going!!! One constellation per launch. Of course, it would have to look like a mushroom with the enormous fairing needed, but so what--load 'em up, shoehorn 'em in, let 'em rip!
