a three part question:

PartI

If one spends $100 on a West African prostitute, and she can now feed her children for a year, has the paying customer done anything wrong?

Part II

Subsequent to paying, but not before sexual gratification, the paying customer learns that the prostitute is HIV positive. Does this qualify for a refund? Would this answer be any different if this is discovered post-gratification?

Part III
Does a nation with the ability/knowledge to minimize the spread of disease have an obligation to assist another nation that does not?
