The advertising is NOT based on cookies. It is displayed in another
window, separate from the browser. The user answers a series of
demographic questions before creating an account on 3web. I suspect
that that demographic information is used to target the advertising
to the users.

No. Each user has a separate account on 3web and separate
demographic information.

I'm not sure how Canadian law works in this instance. You may want
to ask a lawyer for their opinion.

85,000 users seem to be confident in 3web's privacy policy. I too
am comfortable with their privacy policy.

The thing is, the advertisers know nothing about specific users.
They only receive GENERAL demographic information about the groups
that they were targeting.
