Bill, before things began I said that it was possible that the mission would not be so bad, because there were other actors besides Clinton in NATO and the Pentagon. I have said practically from the start of operations that they were bungling, but hoped that they would correct some of their mistakes. As they piled on mistakes quickly, I soon said that I hoped for a ceasefire and renewed negotiations with a strong Russian involvement ASAP. However, I did not call for unilateral cessation because all sides continued to need an incentive to negotiate, and a sudden cessation on NATO's part would be seen as a capitulation. I want a framework for negotiation first, an agreement on the key items that must be included. We must try to rectify some of this mess, for example by insisting upon repatriation. I also, however, fear intransigence on the part of the Administration. In sum, we never disagreed on whether or not THIS mission was moronic, but on whether or not it had to have been, and what should be done about it.... |
