What form would the "risk rating" take? Would it be a probability of reaching the target level? A beta value? A probability of not losing money?

The whole idea of risk is very complex. I think that the "average Joe" in todays market, having never seen a period like 1966 to 1982, has a very hard time comprehending risk as it relates to equity ownership.
