BLZBub- You can also sabotage the surface facilities. Also flat or no can the Government guard a 1500 mile long pipeline 24 hours/day including nightime? The answer is probably no, unless they drain all troops out of Bahr-El-Ghazal and Juba. Also with a simple hand-held one-person 2" coring rod, I can core down to 15-20 feet deep within about five minutes... The best approach is to put your money into repair crews and equipment, and have quick response to breaks-assuming of course no fire at the break location which inhibits your approach... Also you need to guard your trained repair crews with a number of troops that you consider sufficient.... Trust me- it's a real pain....
