Just an out-of-date map! I'd be willing to bet that not a single person in the CIA, DOD, Dept. of State, or NATO will be disciplined for this, much less fired or prosecuted. The problem is much worse than indicated in the news. The whole strategy of precision bombing is predicated on the theory that destruction of key military and related targets is possible without civilian or other losses. Nondescript bombing of the sort used in Dresden in World War II or in Vietnam has been shown to be ineffective. If evidence shows that the so-called precision bombing is not possible to be carried out, then the results at best will be no better than those in previous conflicts.
