Where is this written? Why is it not being done with CDOT, down 30% from the IPO price in three days, if it is an obligation?

I think this is an urban myth. I think that underwriters are on the hook to provide the company with the stated price per share and once they ditch the shares, that's it. They may provide moral support (via buy ratings, etc) in order to engender goodwill and repeat underwriting, but I don't believe there is any obligation to support a stock's price.
