You mean Alexander? As I said, I read an article about these sorts of scams some years ago. And the name is perhaps familiar. What I very vaguely recall is that he does have a legitimate degree, is an "inventor", and thought all this up to make money.

And if things don't get better soon, we're all gonna have to think up sleazy ways to score a buck.
