Some non-telephony logic could be replaced by one or more chips, but where this can be done, Dialogic has already done so with "programmable" chips such as ASICs (application-specific integrated circuits). Telephony interface logic is not the kind of stuff that can be put on ICs, it requires transformers and inductors and such. These devices are entirely different than digital logic circuits which is the stuff of microprocessors.
