This has been studiously confirmed by both anthropologists and sociologists. The perfect example of this phenomenon is the Italian, Irish, and Polish immigrants in the early 20th century. The ghettos of the Bronx are primarily the result of black flight to low-income housing projects which are strictly under rent control legislation which undermines the economic incentive for land lords to maintain the properties. The ghettos of New York are entirely the result of a highway to hell paved with good intentions built by the New York State legislature and the New York City municipal authority. The federal government doesnt help much either, as HUD is notorious for corruption and shoddy construction projects.
