If I were a shareholder I wouldn't exchange my shares but I'd hope everyone else did. The less shares in the float the more volatile the price and the more of a chance it will shoot up on news. Recall how "low float" is the enticement you see all the time on SI about why a particular stock is a good buy. Look at ICHG. It went from 4 to 30 and down again because of its low float. I'd rather take the my 2x, 3x, 4x, whatever gain and get out than hold for a year. Or at least sell and buy back later. Only if I were really in CYGS for the long term would I convert.
