You have yet to define what mischief has occurred (or could occur) with regard to prostitution, in areas where it is legal. To just say that "likely lead to mischief" is a reason for preventing something - without knowing what that mischief is, could be, or would even happen - is silly. I could easily make a case outlawing religion because it could "likely lead to mischief" when I consider certain wars fought on religious grounds, the Inquisition, the Holocaust, etc.
