Certainly that would be one way to rapidly depopulate those areas associated with gang/group violence -- not to mention a real money maker for legal professionals and savings for the tax payers. Carry the "gang-family" argument to it's extreme, along with the parents, and you've got it.

Setting the absurd aside, you raise an interesting, but unsolvable debate issue.
