It is from ZAP. They are very good at notifying you whenever there is any problem. I have gotten notices that the CUBS unit is down but that only affects the large not the mini. THis is the first time I have had anything that actually affected the mini trading....no wait, that is not true. They did have some problem once and were accepting limits only, no market orders. That had an impact, but you are well aware of the limitations of trading limits only. It wasn't a big deal as you could load up several limit orders and then only send the one that was pertinent at the time.
