Because once the bombing ends, it will become EXTREMELY difficult to recommence it should Serbs prove intransigent and not remove their troops.

Then we'll be left with few options except letting the KLA take the lead. With the KLA up front, Milosevic will entrench his power even more among those Serbs who will die before permitting an armed Kosovar population taking over the province.

What is so difficult about Milosevic taking removing his forces now that 1/2 to 2/3 of all kosovars are no refugees without identification or money (stolen by Serbs)?? He'll have to remove them anyway. Why not start it now??
