(C)1994-99 M2 COMMUNICATIONS LTD

* First clearing and settlement service to receive ISO 9002 certification

HONG KONG -- At 'Spring' 99' Voice on the Net' conference in Las Vegas today, AT&T announced that
the AT&T Global Clearinghouse will support the clearing and settlement of traffic from both Clarent and
VocalTec VoIP (Voice over Internet Protocol) solutions.

By supporting multiple platforms, AT&T is making it even easier for ISPs and carriers to provide a suite of
IP services and expand their global coverage.AT&T also announced that the AT&T Global Clearinghouse
is the first such service to receive the world recognised quality certification, ISO 9002. The certification
demonstrates AT&T's commitment to providing a service that meets with the highest standards of quality
measurement and gives customers the benefit of knowing that traffic settlement is accurate. As part of the
ISO certification process the AT&T Global Clearinghouse has implemented stringent credit controls,
ensuring members receive prompt payment with minimal financial risk. "We are committed to supporting
multiple platforms and working on initiatives that will lead to industry interoperability" said Lena Chung,
managing director, Online Services, AT&T Asia/Pacific. "We are pleased to be working with two of the
VoIP industry's leading players, Clarent and VocalTec, giving our customers even greater choice in VoIP
support, functionality and future applications."

Established in April 1998, the AT&T Global Clearinghouse provides ISPs and carriers with a complete
solution to offer Internet communications services, including telephone-to-telephone voice and fax
services.

By joining the AT&T Global Clearinghouse members have instant access to a network connecting to over
220 countries worldwide, saving time and cost in negotiating and managing numerous agreements with
hundreds of ISPs. The AT&T Global Clearinghouse already has members in Asia/Pacific, Europe, North
and South America.

"Clarent has been working with AT&T and the AT&T Global Clearinghouse for almost two years," said
Jerry Chang, president and CEO, Clarent Corporation. "AT&T is playing a significant role in expanding IP
telephony around the world. We look forward to supporting AT&T Global Clearinghouse customers with
value-added applications in the future.

"We're proud to be chosen by, and working with, AT&T Global Clearinghouse which is pursuing an
aggressive strategy to enable carriers and ISPs to deliver basic and enhanced quality communications
services worldwide," said Dr. Elon Ganor, chairman of VocalTec Communications. "We bring to AT&T
Global Clearinghouse our technical expertise, worldwide footprint of carriers and ISPs, and
standards-based, multi-service platform based on the VocalTec Ensemble ArchitectureTM."

To underscore its commitment to multiple platform support, AT&T is making available its platform
requirements to other interested VOIP gateway providers. This will give other providers the opportunity to
develop software to support the AT&T Global Clearinghouse settlement process.

"AT&T's goal is to become a leader in providing communications services delivered over the Internet and
the Global Clearinghouse is an important element in that strategy," said JoAnn Patrick-Ezzell, president
and CEO, AT&T Asia/Pacific. "Today's announcement of multiple platform support and ISO certification
underscores our commitment to customers of delivering world-class services and raises the bar for quality
in IP settlements."
