Mathematics is a theoretical language. It is used to describe concepts, not things. That it has applicability to real things is a happenstance, not an integral part of the mathematics. You're confusing the two.

Certainly, the quantity of apples represented by the number 4 in base 10, the number 11 in base 3, and the number IV in Roman numbers, etc. is the same quantity of apples.

But in terms of mathematics, the number 4 base 10 and the number 11 base 3 are different numbers. That's where you are falling short.
