PiMac, it is simple: Clinton is incredibly smarmy. I have no idea what you mean by "personally, internally honest". He has committed many major blunders, like the health care initiative, but has been inept, and therefore has done little harm (up until lately). Since Reagan essential re- organized the economy and won the Cold War, there is reason enough to like him, I think. Apart from keeping Greenspan and appointing Rubin, Clinton has done little to make a difference in domestic policy, and he is in the process of squandering the legacy of Reagan and Bush in foreign affairs. But I do agree that there are better things to impeach him for, if they can be proven...
