Paul Allen crew...they want to get more ownership and it will have to be on the open market so they probably hope the price drops some short term to buy in Allen and his investment company are insiders. They would have to file a notice before they could buy shares on the open market. They haven't done that. As others have said, there's no need for him to buy anything else since he has what he needs to control the board and guide his considerable investment in the company.
