You are incorrect on a number of points:

you cannot handoff from cell to cell.
You can. Handoff works fine. However, it won't work if you are moving at more than 10mph or so. A penalty for using a micro cellular network - where cell widths are in the order of 100's meters

You cannot get incoming calls on PHS.
You can - are you are confusing PHS with the UK CT2?

The essential trade off is small cell size for very small, light handsets.

Having said all that PHS has tanked in Japan, after an initial strong start.

DECT was designed as an 'access technology' for offices. hospitals, etc. The office 'phone in your pocket - so to speak.

Micro cell technologies like DECT and PHS sre not designed to compete with Macro-cell technologoes like GSM and CDMA(IS-95)
