Could it just be telling us that money is moving from counted to uncounted buckets? If not, how can you tell?

"auto leases are NOT included in the debt figures"
Are mortgages? if so, aren't houses effectively counted twice, first as consumption, then as debt?

The more I look at these figures the less I understand.
