It is a group of investors that look for bargain stocks that have a potential for big gains. Several members of the group have done their DD and chose the target price for the stock. You can see with the large volume today that they must have lots of people out there following them. The small increase in price was probably due to people needing to dump their stock, not knowing that the group will hold until $.50. Mike
