The speculation is that the Chinese were in some way aiding the Serbs eg. beaming TV signals - or something of the sort. The target was isolated so an error can be ruled out - it was hit by three missiles - so it was either deliberate of through a faulty map or data base - but with all of the alleged sophistication of NATO this seems difficult to swallow. d
