Personally, I am 95% certain the bombing is not a coordinated attack. But I am only 50-50 that this is a random mistake and there is no one who knowingly slip this in the target list in the hope of either generate animosity between the two country or for other political gains.

I seriously doubt about the theory of transmitting TV signals on the roof of the embassy. The like of mobile transmitter that you are talking about, you can put in a van and drive along the street of Belgrade. And if the embassy is indeed used, there is no need for NATO to apologize, I am sure the spy satellite would provide the evidence immediately. As far as embassy in the combat zone, China is not the only one. I read that Japanese diplomats also have not withdrawn and I am sure there are many others.
