My broker (Investor Line) told me that canadian stocks not listed on one of the 4 (VSE, TSE, ASE, MSE) major exchanges will be considered as not eligible...with the hefty penalties you mentioned. But as he said, he doesn't know if anybody enforces the law.

It is more prudent to have IPMC in a regular account.

I don't think that the fact that IPMCF trades Nasdaq BB changes anything to IPM being a canadian company.
