Information _can_ be stored on a dumb card if the magnetic strip is rewritten (like some subway fare cards).

A smart card contains a computer. That means it can do encryption and other calculations.

(For re-writable dumb cards, there's no protection for the information; any card reader could read it or duplicate it. A smart
card can demand a password from the card reader (and in turn from the user) before letting any information out.))
