Yes. The material that I have read claims that the workers typically interview with a Microsoft project manager and after their qualifications are accepted and they think they are being hired by microsoft, they are told to go to an agency and work through that.

The companies that want to be legally correct about contract work do not interview the worker or have any contact with him/her. They contract with the agency and hold it responsible for performance. They do not even ask the name of the worker or anything like age, sex, education, or experience. Otherwise, it would be just a sham for avoiding direct hire benefits.
