A federal judge ruled that former Waldron president Cery B. Perle manipulated the stock of Internet shopping retailer Shopping.com during its November 1997, initial public offering, according to reports.

The ruling follows a lawsuit by the Securities and Exchange Commission, or SEC, against Perle and the now defunct brokerage firm. Perle said he will appeal the decision, and SEC attorney Clifford Hyatt said the SEC investigation is continuing, the Wall Street Journal said.

In March, Houston-based Compaq said it completed its $220 million acquisition of Corona del Mar, California-based Shopping.com.
