This in itself opens up a big can of uncertainty. In a divided and chaotic country with questionable control over the nuclear option, what are the risks that an isolated or nationalist faction may regard intervention as invasion, and act accordingly? Fate played an ugly prank on mankind when it gave Russia nukes...
