Maybe try this:
Start | Programs | Accessories | System Tools | System Information.

Once there:
Tools Tab | System Config Utility | ??? tabs.

Devise some plan for checking and unchecking selections you have some doubts about. You may isolate the source of the problem with time, effort, cursing, prayer, and patience. I wouldn't rule out hanging crystals from the celing either, since we're dealing with the mystry of the universe, Win98.

SERIOUSLY, RECORD THE SETTINGS AS YOU FIRST FIND THEM BEFORE CHANGING ANYTHING!!! If you don't, you'll be the Win98 expert before your through!
