This doesn't illuminate why WRS went down, but it sheds light on why it might go up.

The Forrester Brief on Building Smart Devices the Cell Phone Way, advises manufacturers in the:Next steps for smart device manufacturers section:

"Look beyond Windows. Microsoft's Windows CE is too big and resource-hungry for many consumer devices. Manufacturers of focused appliances like Internet-enhanced phones should look to buy software components from vendors like Wind River and Integrated Systems".
