Neocon, blood tests that were only able to 'safely say' that he'd ingested cannabis within the last 24 hours. Acute cannabis intoxication lasts between 2 and 4 hours. They don't have a test equivalent to alcohol tests that proves cannabis intoxication. Do you really think if they could prove intoxication that it wouldn't have been presented as a fact, rather than as an inference? He'd also been treated for low blood pressure the night before. Why do you think it less likely that he suffered a drop in blood pressure behind the wheel?
