Serious Crisis Over with Duma Impeachment Defeat (AFP)

MOSCOW, May. 15, 1999 -- (Agence France Presse) Premier-designate Sergei Stepashin on Saturday welcomed parliament's failure to impeach President Boris Yeltsin, saying Russia had overcome a serious political crisis.

"We have overcome the most serious political crisis we faced. Reason prevailed," Stepashin told journalists after the State Duma Lower House of parliament's landmark vote.

The opposition-led Duma failed to garner the 300 votes, two-thirds of the votes, necessary to impeach Yeltsin on five impeachment counts, in what Stepashin said was "a very good and expected decision."

The Duma's defeat will also give the assembly and Yeltsin more time to work on the problems facing the country, Stepashin said.

"This means the State Duma will work more calmly in the time remaining and President Boris Yeltsin will have more time to resolve the country's urgent problems," Stepashin said.

The former interior minister, a Kremlin loyalist, faces a confirmation vote in the Duma on Wednesday.

Opposition deputies have been tight-lipped about Stepashin's chances for confirmation, saying they would discuss his candidacy Monday and Tuesday after the historical impeachment vote.

If the Duma fails to confirm Stepashin after three votes, Yeltsin can dissolve the Lower House of parliament under the Russian constitution.
