Sorry for not responding sooner, but I somehow or other missed your post.
According to the 6/30/97 list of the Russell 2000, which is at Russells' website and is the only listing I could find, WAVX IS NOT included in the index.

Since the list is from 6/30/97 and the index is updated annually on June 30, it is not the most up to date list, which would be the 6/30/98 list. It's a bit strange that Russell's own site does not have the current (6/30/98) list and has one that is out of date.
From the index definition information, which can be found at Russell's site at:

it would appear that WAVX may not have had the market capitalization on 6/30/98 to have been included (see below).
The definition (as of June 30, 1998) of the Russell 2000, from its website is as follows:
Russell 2000® Index measures the performance of the 2,000 smallest companies in the Russell 3000 Index, which represents approximately 11% of the total market capitalization of the Russell 3000 Index. As of the latest reconstitution, the average market capitalization was approximately $592.0 million; the median market capitalization was approximately $500.0 million. The largest company in the index had an approximate market capitalization of $1,402.7 million.
The definition (as of 6-30-98) of the Russell 3000 from its website is as follows:
Russell 3000® Index measures the performance of the 3,000 largest US companies based on total market capitalization, which represents approximately 98% of the investable US equity market. As of the latest reconstitution, the average market capitalization was approximately $3.7 billion; the median market capitalization was approximately $793.3 million. The index had a total market capitalization range of approximately $271.6 billion to $221.9 million.
Since both indexes are updated on June 30 of each year, WAVX may very well be added this year.
