HERZLIYA, Israel--(BUSINESS WIRE)--May 13, 1999--VocalTec Communications Ltd.

(Nasdaq:VOCL), the Internet protocol (IP) communications company, today announced a corporate initiative to focus on and leverage its successes in the worldwide Telecommunications service provider market.

VocalTec has made several strategic decisions based on an ongoing review of its operations. The Company will concentrate and intensify its focus on the service provider market. Instead of selling directly to enterprise customers, VocalTec is seeking to form a separate entity with a strategic partner or divest its enterprise-oriented operation based in the United Kingdom. The Company is continuing to pursue various opportunities in its approach to the consumer Internet telephony market.

The initiative also includes a number of organizational changes to enhance operational efficiency as well as a reduction in worldwide headcount of approximately 40 people. However, in keeping with its strategy, VocalTec is continuing to recruit for key positions serving the telecommunications service provider market.

VocalTec indicated that it expects its second quarter results to include a one-time charge of approximately $1 million, consisting primarily of employee severance and other costs related to the reduction of force.

"We intend to focus our attention on specific applications for this market where we are already well positioned to serve the customer.
