Ice Shark... so let me understand this.... the entire problem seems to stem from the final 4 digits of the 9-digit zipcode you used that was changed by the post office? Your mail was still using the old 9-digit code and was erroneously rerouted somewhere (Oregon). Those people got your identity and used it. Is that what happened? Because thats a little different than someone stealing your mail I would say (not legally different just from an opportunistic standpoint).
