WIND's initial announcement decribing its relationship with QCOM was relative to Globalstar development. The announcement indicated handsets as well as infrastructure.

Wireless gets exciting when you add intelligence to handsets that goes beyond voice processing intricacies. This intelligence needs an OS and I would expect VxWorks to win more than its share of design wins in this explosive market. Why? First, for all the same reasons it does well on the infrastructure side. Second, because it does well on the infrastructure side.

To elaborate on the second reason. If you were QCOM and you have teams of engineers developing sophisticated infrastructure applications, involving a complicated IDE, 3rd party communications libraries, custom developed libraries for handling communications, encryption, voice recognition, message handling, etc. etc., what software platform would you prefer your client-side teams of developers to use? The answer is the exact same software in which you have already invested so much? The only reason you would shift to another source for software would be if you needed additional capability. But it seems to me that everything necessary is available under the Tornado umbrella obviating any need to change.
