You obviously don't know too much about the complexity of deep sub-micron chips.

The design tools are largely useless except for logic/functional verification.

It is pretty much impossible to model a single path ACCURATELY let alone hundreds of thousands on complex chips.

Just the complexity of doing a 3d extraction of of all the RC's on a path are next to impossible. In addition these RC's are active so their valuse vary depending upon the signal voltage. In addition x- coupling between 5 or 6 layers of metal cause uncertainty.

The good news for most chips (not CPU's) is that the silicon performance exceeds most requirements so one can focus on a limited number of critical paths and if synchronous design techniques are utilized one has a reasonable probability of first time success.
