I don't think that my quasi-prediction relies at all upon either Value Line or the O'Hare deal. The FAA rollout has to be discounted almost entirely until Congress appropriates the money, and that is about a year away or so. However, I heard those numbers before they were posted, and not according Porsche770, either. As high as they are, they could well be accurate if the project is fully funded. But it would still be a one-time deal, so the effect on the stock price effect may be muted in relation to earnings.
