<< In deciding to seek what amounted to an international protectorate for Kosovo, Albright and her aides have sought to apply the lessons of Bosnia. Their outline settlement for Kosovo, which was unveiled at the peace conference in Rambouillet, France, in February, was based on the 1995 Dayton agreement that put an end to the Bosnian war. There was a major difference, however. This time around, the warring parties (and in particular the Serbs) would not be permitted to haggle over the terms of the agreement. If they refused America's offer, they would be bombed. What the United States was demanding, in the phrase of an aide close to Albright, was the complete "capitulation" of Yugoslav President Slobodan Milosevic. >>
