That will only be credible, as a threat or otherwise, when we see tanks and troops rolling onto ships. A ground operation will require a huge troop movement, which has not yet even begun. It will also be interesting to see how the countries that might be used as springboards for a ground operation will react, particularly Italy, which has recently had less than delightful experiences with the US military. The war against Iraq could be fought as it was because Saudi Arabia was directly threatened and had a powerful incentive to support operations aimed at Saddam. This is not the case with Kosovo's neighbors.

I doubt that Milosevic will take the threat of ground operations very seriously until he sees armored divisions headed his way.
