I assumed that the 21164 uses a small L1 cache that requires only a single cycle to access.

I believe that the 21164 also uses a multi-cycle L1 cache.

PII/III also uses a small L1 cache, compared to K6, MII or K7. That is probably why PIII is a couple of speed grades ahead of K6, and about 12 speed grades ahead of MII.
