I would guess higher. If the K7 needs its own SECC infrastructure, AMD will have to develop this almost from scratch. It may be able to slightly ride Intel's coat tails regarding SECC infrastructure, but still face a lot of development on its own due to the "A". Nobody else is doing an "A", only AMD with the 500MHz part at ~$400.
